“Behold, the days are coming, declares the LORD, when I will make a new covenant with the house of Israel and with the house of Judah. It will not be like the covenant I made with their fathers when I took them by the hand to lead them out of the land of Egypt— a covenant they broke, though I was a husband to them,” declares the LORD. “But this is the covenant I will make with the house of Israel after those days, declares the LORD. I will put My law in their minds and inscribe it on their hearts. And I will be their God, and they will be My people. No longer will each man teach his neighbor or his brother, saying, ‘Know the LORD,’ because they will all know Me, from the least of them to the greatest, declares the LORD. For I will forgive their iniquities and will remember their sins no more.”

Make your praises heard, and say, ‘O LORD, save Your people, the remnant of Israel!’ Behold, I will bring them from the land of the north and gather them from the farthest parts of the earth, including the blind and the lame, expectant mothers and women in labor. They will return as a great assembly! They will come with weeping, and by their supplication I will lead them; I will make them walk beside streams of waters, on a level path where they will not stumble. For I am Israel’s Father, and Ephraim is My firstborn.” Hear, O nations, the word of the LORD, and proclaim it in distant coastlands: “The One who scattered Israel will gather them and keep them as a shepherd keeps his flock. For the LORD has ransomed Jacob and redeemed him from the hand that had overpowered him. They will come and shout for joy on the heights of Zion; they will be radiant over the bounty of the LORD — the grain, new wine, and oil, and the young of the flocks and herds. Their life will be like a well-watered garden, and never again will they languish. Then the maidens will rejoice with dancing, young men and old as well. I will turn their mourning into joy, and give them comfort and joy for their sorrow. I will fill the souls of the priests abundantly, and will fill My people with My goodness,” declares the LORD. This is what the LORD says: “A voice is heard in Ramah, mourning and great weeping, Rachel weeping for her children and refusing to be comforted, because they are no more.” This is what the LORD says: “Keep your voice from weeping and your eyes from tears, for the reward for your work will come, declares the LORD. Then your children will return from the land of the enemy. So there is hope for your future, declares the LORD, and your children will return to their own land. I have surely heard Ephraim’s moaning: ‘You disciplined me severely, like an untrained calf. Restore me, that I may return, for You are the LORD my God. After I returned, I repented; and after I was instructed, I struck my thigh in grief. I was ashamed and humiliated because I bore the disgrace of my youth.’ Is not Ephraim a precious son to Me, a delightful child? Though I often speak against him, I still remember him. Therefore My heart yearns for him; I have great compassion for him,” declares the LORD. “Set up the road markers, put up the signposts. Keep the highway in mind, the road you have traveled. Return, O Virgin Israel, return to these cities of yours. How long will you wander, O faithless daughter? For the LORD has created a new thing in the land— a woman will shelter a man.” This is what the LORD of Hosts, the God of Israel, says: “When I restore them from captivity, they will once again speak this word in the land of Judah and in its cities: ‘May the LORD bless you, O righteous dwelling place, O holy mountain.’ And Judah and all its cities will dwell together in the land, the farmers and those who move with the flocks, for I will refresh the weary soul and replenish all who are weak.” At this I awoke and looked around. My sleep had been most pleasant to me. “The days are coming,” declares the LORD, “when I will sow the house of Israel and the house of Judah with the seed of man and of beast. Just as I watched over them to uproot and tear down, to demolish, destroy, and bring disaster, so I will watch over them to build and to plant,” declares the LORD. “In those days, it will no longer be said: ‘The fathers have eaten sour grapes, and the teeth of the children are set on edge.’ Instead, each will die for his own iniquity. If anyone eats the sour grapes, his own teeth will be set on edge. Behold, the days are coming, declares the LORD, when I will make a new covenant with the house of Israel and with the house of Judah. The measuring line will once again stretch out straight to the hill of Gareb and then turn toward Goah. The whole valley of the dead bodies and ashes, and all the fields as far as the Kidron Valley, to the corner of the Horse Gate to the east, will be holy to the LORD. It will never again be uprooted or demolished.”

And again, when God brings His firstborn into the world, He says: “Let all God’s angels worship Him.” Now about the angels He says: “He makes His angels winds, His servants flames of fire.” But about the Son He says: “Your throne, O God, endures forever and ever, and justice is the scepter of Your kingdom. You have loved righteousness and hated wickedness; therefore God, Your God, has anointed You above Your companions with the oil of joy.” And: “In the beginning, O Lord, You laid the foundations of the earth, and the heavens are the work of Your hands. They will perish, but You remain; they will all wear out like a garment. You will roll them up like a robe; like a garment they will be changed; but You remain the same, and Your years will never end.” Yet to which of the angels did God ever say: “Sit at My right hand until I make Your enemies a footstool for Your feet”? Are not the angels ministering spirits sent to serve those who will inherit salvation?”

“So Moses was there with the LORD forty days and forty nights without eating bread or drinking water. He wrote on the tablets the words of the covenant — the Ten Commandments.”

“The point of what we are saying is this: We do have such a high priest, who sat down at the right hand of the throne of the Majesty in heaven, and who ministers in the sanctuary and true tabernacle set up by the Lord, not by man. This is why Moses was warned when he was about to build the tabernacle: “See to it that you make everything according to the pattern shown you on the mountain.” Now, however, Jesus has received a much more excellent ministry, just as the covenant He mediates is better and is founded on better promises. For if that first covenant had been without fault, no place would have been sought for a second. But God found fault with the people and said: “Behold, the days are coming, declares the Lord, when I will make a new covenant with the house of Israel and with the house of Judah. It will not be like the covenant I made with their fathers when I took them by the hand to lead them out of the land of Egypt, because they did not abide by My covenant, and I disregarded them, declares the Lord. For this is the covenant I will make with the house of Israel after those days, declares the Lord. I will put My laws in their minds and inscribe them on their hearts. And I will be their God, and they will be My people. No longer will each one teach his neighbor or his brother, saying, ‘Know the Lord,’ because they will all know Me, from the least of them to the greatest. “And I establish My covenant with you: Never again will all life be cut off by the waters of a flood; never again will there be a flood to destroy the earth.”

Such confidence before God is ours through Christ. Not that we are competent in ourselves to claim that anything comes from us, but our competence comes from God. And He has qualified us as ministers of a new covenant, not of the letter but of the Spirit; for the letter kills, but the Spirit gives life. Now if the ministry of death, which was engraved in letters on stone, came with such glory that the Israelites could not gaze at the face of Moses because of its fleeting glory, will not the ministry of the Spirit be even more glorious? For if the ministry of condemnation was glorious, how much more glorious is the ministry of righteousness! Indeed, what was once glorious has no glory now in comparison to the glory that surpasses it. For if what was fading away came with glory, how much greater is the glory of that which endures! Therefore, since we have such a hope, we are very bold. We are not like Moses, who would put a veil over his face to keep the Israelites from gazing at the end of what was fading away. But their minds were closed. For to this day the same veil remains at the reading of the old covenant. It has not been lifted, because only in Christ can it be removed. And even to this day when Moses is read, a veil covers their hearts. But whenever anyone turns to the Lord, the veil is taken away. Now the Lord is the Spirit, and where the Spirit of the Lord is, there is freedom. And we, who with unveiled faces all reflect the glory of the Lord, are being transformed into His image with intensifying glory, which comes from the Lord, who is the Spirit.”

“Yet to this day the LORD has not given you a mind to understand, eyes to see, or ears to hear.”

“Then the LORD said to Abram, “Leave your country, your kindred, and your father’s household, and go to the land I will show you. I will make you into a great nation, and I will bless you; I will make your name great, so that you will be a blessing.
